- Upload the standard renewable source license
- Provide source-state testing and experience verification when requested
- Complete the Utah background check
- Review the issued Utah license areas and endorsement levels

License Equivalency Review
A bachelor's degree, completed educator preparation and standard renewable source license are the baseline for Utah's LER; an eligible professional license from a compact member state receives the equivalent Utah license.
Program-state testing controls
For preparation completed outside Utah, USBE applies the testing requirements of the state where the program is based rather than imposing a Utah test that the program state did not require.

The electronic LER uses degree, completed-preparation and standard source-license evidence, plus source-state testing, experience and Utah background-check records as applicable.

One thing to know: A standard renewable out-of-state license plus completed preparation supports the LER; temporary, alternative, probationary, provisional, substitute, LEA-specific and associate credentials do not qualify for the Interstate Teacher Mobility Compact branch.
