Outside the Inter-State Flexibility exemption, an otherwise reciprocal applicant who has not met Rhode Island testing may receive a nonrenewable Temporary Initial certificate for no more than one year. For eligible Praxis tests taken on or after November 1, 2025, a candidate scoring within one standard error of measurement may receive an ETS invitation to complete a targeted professional-development module and earn an alternative passing score instead of retesting.

Which out-of-state path this covers

Rhode Island recognizes completed state-approved out-of-state preparation or a valid current full source certificate when a comparable grade span and content area exists. Qualifying certificate holders and approved-program completers from its 24 Inter-State Flexibility jurisdictions are exempt from Rhode Island testing and experience requirements.

What can change this answer

First check whether the source certificate or approved preparation is from an Inter-State Flexibility jurisdiction. A qualifying flexibility applicant uses the aligned Rhode Island route without Rhode Island testing or experience requirements. Other applicants use ordinary aligned reciprocity; when testing remains, a one-year nonrenewable Temporary Initial may be available. An eligible Praxis score within one standard error of measurement may use Praxis Bridge instead of a retest.

  • The Inter-State Flexibility jurisdictions are Alabama, Connecticut, Delaware, District of Columbia, Florida, Georgia, Illinois, Indiana, Maine, Maryland, Massachusetts, Michigan, New Hampshire, New Jersey, New York, North Carolina, Ohio, Pennsylvania, Puerto Rico, South Carolina, Tennessee, Vermont, Virginia and Wisconsin
  • Dependent-certificate prerequisites still apply to a flexibility applicant
  • Outside the flexibility route, the source certificate must be valid, current and full
  • Preliminary and temporary certificates do not qualify for ordinary reciprocity
  • The source content area and grade span must align to a Rhode Island certificate
  • The one-year Temporary Initial is nonrenewable and exists only while Rhode Island testing remains
  • Praxis Bridge applies only to eligible tests taken on or after November 1, 2025 when ETS identifies a score within one standard error of measurement
