Applicants must meet the academic preparation, student-teaching and competency-testing requirements for the specific Hawaiʻi field and grade level requested.

Which out-of-state path this covers

Hawaiʻi assigns Provisional, Standard or Advanced licensure by documented recent full-time P-12 teaching experience, and it independently reviews whether an out-of-state credential has a Hawaiʻi equivalent.

What can change this answer

Less than three years of qualifying full-time teaching in the last five years can support the three-year nonrenewable Provisional license; at least three years in the last five can support the renewable five-year Standard license; at least five years in the last eight can support the ten-year Advanced license.

Where the testing answer can change

  • An out-of-state license cannot itself authorize teaching in a Hawaiʻi public or charter school
  • Reciprocity does not guarantee that HTSB will recognize the source license as equivalent
  • Only contracted full-time P-12 teaching in Hawaiʻi, another U.S. state or a U.S. territory counts toward the published experience thresholds
  • HTSB requires the academic preparation, student teaching and competency testing that apply to the requested field
