Which application this evidence supports

New Jersey maps an out-of-state instructional credential to an equivalent certificate type, subject and grade level, with experience and testing determining whether the result is a Standard certificate or a CEAS pathway.

What can change this answer

A valid out-of-state Standard certificate plus at least two effective teaching years within three consecutive years, or equivalent National Board certification, supports the Standard route; otherwise traditional preparation and subject testing can lead to CEAS evaluation. A CEAS holder then secures qualifying employment, the hiring district requests the provisional certificate and the teacher completes the Provisional Teacher Process before Standard certification.

Conditions to resolve before sending records

  • Certificate type, subject and grade-level equivalency all matter
  • The Standard reciprocity route uses two effective teaching years within three consecutive years or qualifying National Board certification
  • Applicants without that experience may be evaluated for CEAS rather than a permanent Standard certificate
  • A candidate cannot apply directly for the provisional certificate; the hiring district requests it
  • A provisional certificate can remain valid through July 31 of the second year and be renewed once
  • NJDOE makes the final experience and equivalency determination
