Record timing

Check these before you stop

Issued certificate vs. pending application
Tennessee puts application progress in the private TNCompass educator profile. Open Transactions and confirm the request was fully submitted; the state identifies a submitted transaction as Pending OELP Review. A public-search miss is not an application decision.
