First-credential clearance

Requirement

A first-time New Hampshire applicant, meaning a person who has not previously held a State Board-issued credential, submits the separate DOE-BOC 4 Criminal History Record Check Clearance application, government-issued identification, required criminal-record materials and the current $100 clearance fee.

Which certificate path this covers

New Hampshire recognizes recently completed out-of-state preparation and separately offers a demonstrated-competency path for experienced holders of comparable out-of-state endorsements.

What can change this answer

A completed state-approved out-of-state program supports a Beginning Educator License when the comparable source endorsement or institutional recommendation is no more than three years old; the experience path requires a comparable license and three years in the endorsement area, both within the last seven years.

Documents you may need

The myNHDOE application uses government identification, the source license or provider recommendation, degree and endorsement evidence, conduct disclosures and verified experience when using the three-in-seven route.

What to confirm before fingerprinting

  • The approved-program pathway requires full source licensure not expired more than three years or application within three years of the provider recommendation
  • The experience pathway requires a comparable source license held within the last seven years
  • Three years of educator experience in the last seven must be in the endorsement area while licensed in that area
  • Every applicant who has not previously held a New Hampshire State Board-issued credential must complete the separate criminal-history clearance
  • The current rules list a $100 criminal-history clearance fee in addition to the license fee
  • New Hampshire endorsement-specific degree, assessment and conduct requirements still apply

Complete fingerprints and background checks only through the state agency or its provider. TeachPassport does not receive those records.
