Illinois teacher license transfer

Moving an existing teaching license to Illinois

Illinois evaluates a valid comparable out-of-state teaching license for a Professional Educator License and comparable endorsements.

The usual steps

  • Create an Educator Licensure Information System account
  • Apply for the Illinois Professional Educator License
  • Submit the valid comparable out-of-state license
  • Arrange an official degree transcript
  • Pass the applicable Illinois content-area test for each endorsement sought

What can change your path

  • The out-of-state license must be valid and comparable to the Illinois PEL
  • All endorsement areas are considered, but ISBE makes the equivalency decision
  • The Illinois content-test requirement applies to reciprocity applications received on or after January 1, 2026

What the state says

These facts come from official sources. The state agency still makes the final licensing decision.

Credential outcome

A teacher with a valid comparable out-of-state license may qualify for an Illinois Professional Educator License with comparable teaching endorsements after ISBE evaluation.

Content tests

For reciprocity applications received on or after January 1, 2026, the applicant must pass the applicable Illinois content-area test for each endorsement sought.

Core evidence

The reciprocity route identifies a copy of the valid comparable out-of-state license and a bachelor's degree or higher from a regionally accredited institution; ISBE may request additional equivalency evidence.

Why your details matter

State websites describe the possible routes. The right one for you can depend on your license, preparation, experience, subjects, grades, tests, National Board status and compact eligibility. TeachPassport uses those details to build your checklist and keeps checking the state’s rules.

One thing to know: ISBE retains authority to determine equivalency, and applications submitted on or after January 1, 2026 must satisfy the applicable Illinois content-area testing requirement for the reciprocity route.
